Nigeria: rules and approvals
The Nigerian Communications Commission enforces type approval under the Nigerian Communications Act 2003, and mobile phones and wireless adapters must conform to applicable standards before being brought into Nigeria.
A Zone 1 / Zone 21 smartphone for crews on Niger Delta flow stations, deepwater FPSOs, export terminals and the refining complexes at Lekki and Eleme. An expansion announced in October 2025 would lift the Dangote refinery to 1.4 million barrels a day, with completion estimated for 2029. A hazardous area cell phone distributor in Nigeria would carry the IS-04Z1 to these buyers once certification completes.
Pre-launch · certification in progress · Launching Q4 2026
Short answer. Nigeria has no appointed SAMS distributor yet: the IS-04Z1 is pre-launch (certification in progress, no certificate issued, launch planned for Q4 2026), and distributor applications are open.
For the record, no certificate exists for the IS-04Z1 today. The programme is under way ahead of a Q4 2026 launch. A buyer's engineering review is separate from the certificate. Certification status. Place facts reviewed October 2026.

The Niger Delta was once called the Oil Rivers because it was a major producer of palm oil, and it is now a petroleum-rich region with a very dense population.
Nigeria LNG's plant on Bonny Island began production in 1999 and now has six liquefaction trains with a combined capacity of 22 million tonnes a year of LNG, alongside natural gas liquids for export.
The Dangote Refinery at Lekki, Lagos was commissioned in May 2023, began operations in January 2024 and has a stated capacity of 700,000 barrels a day.
A hazardous area is a place where flammable gas, vapour or combustible dust may be present. Standards divide these into zones: Zones 0, 1 and 2 for gas and vapour, and Zones 20, 21 and 22 for dust. Zone 1 and Zone 21 are the tier where an explosive atmosphere is likely to occur in normal operation, which is where the IS-04Z1 is designed to work. Anything carried in must be marked for the zone, gas group and temperature class of the area.
No certificate has been issued for the IS-04Z1 yet, so it must not be taken into a classified area until the certificate covering it exists and the site operator has accepted it.
In Nigeria. Classified areas here split three ways: onshore Delta production around Port Harcourt and Warri, deepwater FPSOs offshore, and downstream plants at Lekki and Eleme with product terminals at Lagos and Apapa. The Onne free zone supports supply. Operators classify their own areas, so SAMS provides no drawings.
Distribution of the IS-04Z1 is by authorised partners only, and SAMS has not yet granted a territory for Nigeria. Each application is reviewed on its merits. Because opening a certified Ex handset in an ordinary workshop invalidates its certificate, the partner must be able to support and service the device locally.
Not yet. The IS-04Z1 is pre-launch and its certification is still in progress ahead of a Q4 2026 launch. No unit goes into a classified area before the certificate covering it exists. The datasheet, the certification schedule and safe-area evaluation units are available now.
There is no list price yet. SAMS gives indicative pre-launch pricing in writing, against a stated quantity and site, and does not commit to a lead time before certification completes.
Zone 1 and Zone 21 (gas and dust) with gas group IIC and temperature class T4, subject to certification. It must not be used in a classified area before its certificate is issued and the site has accepted it.

Apply through the distributor page with your company details and the territory you cover. SAMS reviews applications company by company and has not yet granted a territory for Nigeria.
The Nigerian Communications Commission requires type approval for telecom equipment, including customer devices such as mobile phones, and publishes approved handset and equipment lists. Approval is based on international standards. Confirm the current application route and fees with the NCC or an authorised agent before importing.
Typically in the Niger Delta's onshore and shallow-water oil and gas facilities, flow stations and terminals, and in refineries and LNG and fertiliser plants in the south, including the Lekki refinery near Lagos. Each operator issues its own area classification, so request it before choosing equipment.
Coverage depends on carrier and site, not on the handset. The IS-04Z1 is designed to connect over cellular and plant Wi-Fi, but remote Delta locations and offshore units may have weak signal. Confirm with the operator what network will be available at each site before relying on it.
