Cilacap, on the south coast of Central Java, has Pertamina's Refinery Unit IV, the largest in Indonesia at 348,000 barrels per day. Cilacap is Indonesia's largest refinery at about 348 thousand barrels a day, ahead of Balikpapan, Dumai, Musi, Balongan and Tuban, which together made up the national refining capacity of 1.15 million barrels a day at the end of 2024. If you are specifying an explosion proof smartphone for Cilacap Refinery, Central Java, this page covers the markings, the approvals and the current certification status of the IS-04Z1.
Pre-launch · certification in progress · Launching Q4 2026
Short answer. The SAMS IS-04Z1 is the intrinsically safe smartphone covered here for Cilacap Refinery, Central Java: pre-launch, designed for Zone 1 and Zone 21 (marking target Ex ib IIC T4), with certification in progress and no certificate issued.
Where things stand: the IS-04Z1 has not launched, and none of its four certification routes has produced a certificate yet. An operator's own vendor approval is a separate step. Certification status. Place facts reviewed October 2026.

An intrinsically safe Android smartphone designed for Zone 1 and Zone 21 hazardous areas in Cilacap Refinery. It is pre-launch: IECEx, ATEX and NEC 500 certification is in progress ahead of the Q4 2026 launch.

Hot, humid tropical conditions with a heavy rainy season.
Indonesia remained a net importer of petroleum products in 2024, at about 787 thousand barrels a day or 42 percent of consumption, which keeps pressure on large refineries such as Cilacap to run reliably.
Refinery Unit IV is in Central Java and plays a critical role in meeting domestic fuel and petrochemical needs for the island, which makes shutdowns carefully planned events.
Cilacap's port is one of only a few on Java's southern coast able to handle ships of reasonable tonnage, sheltered by Nusakambangan island, and Tunggul Wulung Airport offers scheduled flights to Jakarta and Semarang.
PT Kilang Pertamina Internasional, a Pertamina subsidiary, manages the refinery and has appointed outside consultants for asset integrity work, so contractor engagement typically runs through that company's procurement rules.
“Explosion proof” is the phrase most buyers use for equipment that may be taken into a classified hazardous area. Strictly, it covers several protection concepts: a flameproof enclosure (Ex d) contains an internal explosion, while intrinsic safety (Ex i) limits electrical energy so that an ignition cannot start. Phones are normally intrinsically safe, because a flameproof handset would be too heavy to carry all shift.
The IS-04Z1 uses intrinsic safety, with a marking target of Ex ib IIC T4, and is designed for Zone 1 and Zone 21. It is pre-launch, certification is in progress and no certificate has been issued.
In Cilacap Refinery, Central Java. Across crude distillation, cracking and storage at Cilacap, explosion-proof means different things in different places. Flameproof Ex d enclosures protect fixed equipment, while a handheld carried through units and tank farms uses intrinsic safety. The refinery's classification drawings decide which concept is accepted.
A short checklist for anyone writing or reviewing the specification, with the IS-04Z1 status against each point.
Not yet. The IS-04Z1 is pre-launch and its certification is still in progress ahead of a Q4 2026 launch. No unit goes into a classified area before the certificate covering it exists. The datasheet, the certification schedule and safe-area evaluation units are available now.
SAMS has not published a price. Any figure you are offered for an uncertified Ex phone should be treated with caution; written indicative pricing is available for a defined quantity and site.
It is intrinsically safe (marking target Ex ib IIC T4), which is the usual way to make a phone for hazardous areas. It is not a flameproof (Ex d) design, and certification is still in progress.
Likely candidates are refinery process units, crude and product tank farms, marine loading facilities. Which areas are classified, and to what zone, is set by the site operator's own area classification drawings.
Not exactly. Explosion proof is a broad everyday term; intrinsic safety is one protection concept, which limits energy so ignition cannot occur. Flameproof (Ex d) is a different concept that contains an explosion. The IS-04Z1 is intrinsically safe by design.
The complex processes crude into gasoline, diesel, kerosene, aviation fuel and LPG, plus asphalt and petrochemicals. Flammable vapour from light products and pressurised LPG are the usual concerns, but the plant defines its zones, so ask for the current classification.
With more than 85,000 maintainable assets and an ongoing safety-critical-element review, the refinery is formalising what is classified and how it is maintained. That usually means device approvals and area classification records are checked closely, so bring documentation.
The climate is hot and humid with a heavy rainy season, so devices on tank farms and jetties meet rain often. Check sealing and charging arrangements. Rain protection is separate from explosion protection, so confirm the permitted device list with the operator.
