Netherlands: infrastructure
In 2020, 64.2% of Dutch power came from gas-fired thermal stations, and the last of fourteen gas power stations was commissioned in 2013, so gas plant maintenance is a recurring workload.
The IS-04Z1 is an intrinsically safe Android handset designed for Zone 1 and Zone 21, aimed at the refineries, chemical parks and tank terminals between Rotterdam and Geleen. Rotterdam has five port concessions, operated by separate companies under the overall authority of the port, so access, induction and device rules typically differ from terminal to terminal. An explosion proof smartphone distributor in Netherlands would carry the IS-04Z1 to these buyers once certification completes.
Pre-launch · certification in progress · Launching Q4 2026
Short answer. Netherlands has no appointed SAMS distributor yet: the IS-04Z1 is pre-launch (certification in progress, no certificate issued, launch planned for Q4 2026), and distributor applications are open.
Status: pre-launch. IECEx, ATEX, UKEX and NEC 500 certification is in progress and no certificate has been issued; launch is planned for Q4 2026. An operator's own vendor approval is a separate step. Certification status. Place facts reviewed October 2026.

In 2020, 64.2% of Dutch power came from gas-fired thermal stations, and the last of fourteen gas power stations was commissioned in 2013, so gas plant maintenance is a recurring workload.
The Port of Rotterdam is Europe's largest seaport, covering 105 square kilometres over about 40 km, from the historic harbours through Botlek and Europoort to the reclaimed Maasvlakte on the North Sea.
The port of Amsterdam handled 63 million tonnes of cargo in 2023, is the second largest port in the Netherlands, and comprises 620 hectares of waterways and 1,995 hectares of land along the North Sea Canal.
The Nieuwe Waterweg links the Rhine and Meuse to the sea, and the Betuweroute freight railway to Germany opened its Dutch section in 2007, so material and equipment move by ship, barge, rail and road.
“Explosion proof” is the phrase most buyers use for equipment that may be taken into a classified hazardous area. Strictly, it covers several protection concepts: a flameproof enclosure (Ex d) contains an internal explosion, while intrinsic safety (Ex i) limits electrical energy so that an ignition cannot start. Phones are normally intrinsically safe, because a flameproof handset would be too heavy to carry all shift.
The IS-04Z1 uses intrinsic safety, with a marking target of Ex ib IIC T4, and is designed for Zone 1 and Zone 21. It is pre-launch, certification is in progress and no certificate has been issued.
In Netherlands. Dutch operators use explosieveilig as the everyday word, but the concepts differ. Flameproof Ex d suits pumps and motors, whereas the IS-04Z1 uses intrinsic safety, Ex ib. That is the concept that suits a handset on a Pernis refinery round, a Vopak tank terminal or a Chemelot cracker, where one person carries it through many areas.
A distributor for Netherlands would carry the IS-04Z1 after certification completes; the Q4 2026 launch is the planning date and no appointment has been made. SAMS reviews applicants one by one and prefers companies with their own Ex-competent technical and service staff, since certified devices must not be repaired outside approved channels.
Not yet. The IS-04Z1 is pre-launch and its certification is still in progress ahead of a Q4 2026 launch. No unit goes into a classified area before the certificate covering it exists. The datasheet, the certification schedule and safe-area evaluation units are available now.
There is no list price yet. SAMS gives indicative pre-launch pricing in writing, against a stated quantity and site, and does not commit to a lead time before certification completes.
It is intrinsically safe (marking target Ex ib IIC T4), which is the usual way to make a phone for hazardous areas. It is not a flameproof (Ex d) design, and certification is still in progress.

Dutch is the national language, but many Rotterdam terminals work in English because of their international customers. ATEX instructions are typically expected in the language of the destination, so confirm with the site safety office whether English or Dutch documents are required.
The Netherlands is an EU member, so ATEX Directive 2014/34/EU applies to equipment and Directive 1999/92/EC to zoning. Most Rotterdam terminals expect Zone 1 or Zone 2 devices to carry Ex and CE marking. Each concession adds its own registration and permit rules, so check before arrival.
The Warenwetbesluit requires a Dutch-language instruction manual for explosion-safe equipment, so buyers usually ask for it with the marking string. The ATEX programme for the IS-04Z1 is in progress, and documents are not yet issued. Confirm requirements with your site operator and the supplier before purchase.
