Petrobras: industry on the ground
Brazil accounted for 92% of Petrobras's worldwide production in 2014, and daily output was reported at about 2.99 million barrels of oil equivalent in 2025, so most activity is concentrated domestically.
In 2023 the company announced the resumption of a new production line at the Abreu e Lima refinery in Ipojuca, Pernambuco, intended to refine heavy crude from the pre-salt region. It operates offshore production in the Campos and Santos basins, including pre-salt fields, and a network of refineries across Brazil. This page sets out how an explosion proof mobile phone supply route to Petrobras will work for the IS-04Z1, and what is and is not available before launch.
Pre-launch · certification in progress · Launching Q4 2026
Short answer. An explosion proof mobile phone for Petrobras cannot be bought yet: the SAMS IS-04Z1 is pre-launch (certification in progress, no certificate issued), and the datasheet, certification schedule and safe-area evaluation units are available now.
For the record, no certificate exists for the IS-04Z1 today. The programme is under way ahead of a Q4 2026 launch. Operator approval runs on its own timeline. Certification status. Place facts reviewed October 2026.

An intrinsically safe Android smartphone designed for Zone 1 and Zone 21 hazardous areas in Brazil. It is pre-launch: IECEx, ATEX and NEC 500 certification is in progress ahead of the Q4 2026 launch.

Suppliers register through the Petronect portal: identify the company, select supply families, submit documents and pass technical evaluation to receive a registration certificate (CRC). The Corporate Registry is open to foreign companies; the Simplified Registry is for Brazilian companies only. The Ex certificate and an organisation's own vendor or engineering approval are two separate timelines; SAMS is working towards both and holds neither today.

Its refineries include REPLAN at Paulinia (listed at about 415,000 barrels a day), REDUC at Duque de Caxias, RNEST at Suape and REFAP at Canoas, spread across several states.
The Agencia Nacional do Petroleo, Gas Natural e Biocombustiveis (ANP) regulates and supervises the industry, so exploration, production and fuel facilities answer to this national agency as well as to the operator.
Petrobras was created in 1953 with the slogan 'The Oil is Ours' and a legal monopoly, and that monopoly ended with Law 9.478 of 1997, which also created the national petroleum regulator ANP.
“Explosion proof” is the phrase most buyers use for equipment that may be taken into a classified hazardous area. Strictly, it covers several protection concepts: a flameproof enclosure (Ex d) contains an internal explosion, while intrinsic safety (Ex i) limits electrical energy so that an ignition cannot start. Phones are normally intrinsically safe, because a flameproof handset would be too heavy to carry all shift.
The IS-04Z1 uses intrinsic safety, with a marking target of Ex ib IIC T4, and is designed for Zone 1 and Zone 21. It is pre-launch, certification is in progress and no certificate has been issued.
In Petrobras. On FPSOs and platforms in the Campos and Santos basins, 'explosion-proof' loosely covers several concepts. Flameproof Ex d enclosures protect fixed equipment, while intrinsic safety limits the energy of a portable device. For a handheld used on a topsides deck, the IS-04Z1 is designed around intrinsic safety rather than a flameproof casing.
Nothing can be bought for Petrobras today: the IS-04Z1 is pre-launch, and SAMS will supply end users through authorised distributors once certificates exist. What a buyer can do now is take the specification, ask for the written certification schedule and arrange a safe-area evaluation, so that the right local channel contacts you at launch.

Which certificates are in progress, in what order, and what is still to be confirmed.
Evaluation units can be used for connectivity, MDM enrolment and workflow testing outside classified areas.

No. Nothing can be bought or taken into a classified area today: certification is in progress and launch is planned for Q4 2026. What is available now is the datasheet, the written certification schedule and evaluation units for safe-area use.
SAMS has not published a price. Any figure you are offered for an uncertified Ex phone should be treated with caution; written indicative pricing is available for a defined quantity and site.
It is intrinsically safe (marking target Ex ib IIC T4), which is the usual way to make a phone for hazardous areas. It is not a flameproof (Ex d) design, and certification is still in progress.

Through authorised distributors once certificates exist. Until then SAMS can send the datasheet and certification schedule and arrange safe-area evaluation units.
Brazil has its own conformity scheme for equipment in explosive atmospheres, normally run through INMETRO-accredited bodies, rather than relying on ATEX alone. Confirm with Petrobras and the certification body which marking and local certificate are accepted before supplying handheld devices.
Portuguese is the working language across Brazilian sites, so manuals, quick guides and training material are normally expected in Portuguese, with English often acceptable for engineering review. Ask the site's HSE or procurement team which language and format their approval process requires.
Offshore adds salt spray, limited connectivity and confined topsides areas, while refineries have larger process units and more fixed network coverage. Both need the device marking checked against that unit's classification. The IS-04Z1 is not yet certified. Check area documents and the battery plan with Petrobras before use.
