Singapore: rules and approvals
The Ministry of Manpower enforces explosive-atmosphere duties under the Workplace Safety and Health Act, while the Singapore Civil Defence Force regulates flammable-materials storage under the Fire Safety Act.
The IS-04Z1 is an intrinsically safe Zone 1 and Zone 21 handset for people who work inside classified areas on Jurong Island, at Pulau Bukom and around the Tuas terminals: process operators, inspection and maintenance engineers, turnaround crews and the WSH and IT teams who equip them. This page sets out how an explosion proof cell phone supply route to Singapore will work for the IS-04Z1, and what is and is not available before launch.
Pre-launch · certification in progress · Launching Q4 2026
Short answer. An explosion proof cell phone for Singapore cannot be bought yet: the SAMS IS-04Z1 is pre-launch (certification in progress, no certificate issued), and the datasheet, certification schedule and safe-area evaluation units are available now.
For the record, no certificate exists for the IS-04Z1 today. The programme is under way ahead of a Q4 2026 launch. Operator approval runs on its own timeline. Certification status. Place facts reviewed October 2026.

An intrinsically safe Android smartphone designed for Zone 1 and Zone 21 hazardous areas in Singapore. It is pre-launch: IECEx, ATEX and NEC 500 certification is in progress ahead of the Q4 2026 launch.
The classified areas, operators and sites below are the ones covered in the SAMS Singapore market guide.
The Ministry of Manpower enforces explosive-atmosphere duties under the Workplace Safety and Health Act, while the Singapore Civil Defence Force regulates flammable-materials storage under the Fire Safety Act.
Singapore sold 56.775 million tonnes of marine fuel in 2025, making it the largest bunkering port in the world by a wide margin and keeping fuel handling and barge work active around the clock.
SLNG plans a second LNG terminal offshore, slated to operate by the end of the decade, in addition to the existing Jurong Island terminal, so new gas-handling sites are expected over the coming years.
IMDA registers telecommunications equipment under a supplier's declaration approach. Cellular mobile devices, including 5G and LTE, fall under Simplified Equipment Registration, while base stations and similar higher-risk products need a recognised certification body.
“Explosion proof” is the phrase most buyers use for equipment that may be taken into a classified hazardous area. Strictly, it covers several protection concepts: a flameproof enclosure (Ex d) contains an internal explosion, while intrinsic safety (Ex i) limits electrical energy so that an ignition cannot start. Phones are normally intrinsically safe, because a flameproof handset would be too heavy to carry all shift.
The IS-04Z1 uses intrinsic safety, with a marking target of Ex ib IIC T4, and is designed for Zone 1 and Zone 21. It is pre-launch, certification is in progress and no certificate has been issued.
In Singapore. Explosion-proof is used loosely on the island, but the plants hold varied atmospheres. A flameproof Ex d enclosure suits fixed equipment, while intrinsic safety, the protection concept of the IS-04Z1, limits the energy of a handheld. On Jurong Island the practical question is which concept a handset uses for hydrogen or acetylene areas.
Supply of the IS-04Z1 to Singapore starts only after certification, through authorised distributors. Until then a buyer can request the datasheet and the written certification schedule, and arrange a safe-area evaluation unit, which puts the site on the list for the right local channel at launch.
The technical specification, marking target and conditions of use, sent by email.
Which certificates are in progress, in what order, and what is still to be confirmed.
Evaluation units can be used for connectivity, MDM enrolment and workflow testing outside classified areas.

No. Nothing can be bought or taken into a classified area today: certification is in progress and launch is planned for Q4 2026. What is available now is the datasheet, the written certification schedule and evaluation units for safe-area use.
No price is published. While certification is in progress there is no list price and no committed lead time, and a supplier quoting a firm figure for an uncertified Ex handset is promising something it cannot stand behind. Indicative pre-launch pricing is issued in writing against a stated quantity and site.
It is intrinsically safe (marking target Ex ib IIC T4), which is the usual way to make a phone for hazardous areas. It is not a flameproof (Ex d) design, and certification is still in progress.

Through authorised distributors once certificates exist. Until then SAMS can send the datasheet and certification schedule and arrange safe-area evaluation units.
Singapore adopts IEC 60079 as SS EN 60079, and both IECEx and ATEX certificates are built on that technical base. Many operators accept either, but an individual refinery or yard may name one scheme in its specification, so confirm with the operator's HSE or instrumentation team.
Cellular mobile devices are generally registered with IMDA under the Simplified Equipment Registration route, which relies on a supplier's declaration of conformity. The registration is valid for five years, and the registering supplier is typically a local entity. Confirm the exact route for a specific model with IMDA or a local compliance adviser.
The design pairs a 4,000 mAh battery with IP68 sealing so the unit lasts through a shift where a spare may be a boat away. Charging stays in a safe area. Test battery life on a typical round and confirm access rules with the island operator.
