Short answer. An ATEX and IECEx smartphone for Malaysia cannot be bought yet: the SAMS IS-04Z1 is pre-launch (certification in progress, no certificate issued), and the datasheet, certification schedule and safe-area evaluation units are available now.

Petronas is a vertically integrated group covering exploration, refining, distribution, power generation and trading, with subsidiaries such as Petronas Carigali for upstream, Petronas Chemicals for petrochemicals and Petronas Dagangan for marketing.
Oil exploration in Sarawak started at Miri, where Shell drilled the first well in 1910; the well became known as the Grand Old Lady, which gives the north-west of Borneo a long upstream history.
Malaysia Petroleum Management, a division of Petronas, oversees the whole lifecycle of the country's upstream oil and gas assets, so site rules for field equipment are typically passed down through the operator.
Domestic oil production peaked in 2016 as large shallow fields matured, while natural gas plays an outsized role in energy planning, which keeps gas processing and LNG handling central to hazardous-area work.
ATEX is the European legal framework for equipment used in explosive atmospheres (Directive 2014/34/EU). IECEx is the international certification scheme built on the IEC 60079 standards. Buyers outside Europe often ask for both: an IECEx certificate is the technical evidence most national regimes build on, while ATEX is the legal route into the European market.
For the IS-04Z1 both routes are in progress with TÜV in Germany and neither certificate has been issued. The marking target is II 2 G Ex ib IIC T4: equipment Group II (surface industry), Category 2 (Zone 1 gas), protection concept ib (intrinsic safety), gas group IIC and temperature class T4.
In Malaysia. A Malaysian HSE or procurement reviewer, working to a regime written around the MS IEC 60079 series, would expect an IECEx Certificate of Conformity first, with ATEX evidence beside it. For international contractors and fabricators moving between PETRONAS-linked sites and overseas work, the dual route avoids a second assessment. Both programmes are in progress and no certificate is issued.
Nothing can be bought for Malaysia today: the IS-04Z1 is pre-launch, and SAMS will supply end users through authorised distributors once certificates exist. What a buyer can do now is take the specification, ask for the written certification schedule and arrange a safe-area evaluation, so that the right local channel contacts you at launch.

Normally the plant operator decides, through its HSE and instrumentation teams, usually by asking for ATEX or IECEx documentation against IEC 60079. Mobile radio approval is a separate matter handled under MCMC rules. Confirm both with the operator and your importer before ordering.
Sarawak's Miri area has the oldest upstream history, and Petronas Carigali runs the country's main exploration and production business. Gas processing and LNG are central to energy planning. Exact field and plant lists change, so confirm current sites with your client.
It is designed for Zone 1 with IP68 sealing and a 4,000 mAh battery, but offshore use depends on the platform's own classification and the certificate's ambient range. Crews cannot replace kit mid-hitch, so confirm battery plans, charging in safe areas and approval with the platform operator.
