More about Angola that matters for portable equipment

Angola: industry on the ground

The Soyo plant uses ConocoPhillips' Optimized Cascade liquefaction process and also produces propane, butane and condensate, which means pressurised hydrocarbon storage and loading areas.

Angola: background

Sonangol was created as a state company in 1976 after the nationalisation of ANGOL, and later grew subsidiaries in seismic, engineering, shipping and telecommunications services.

Angola: logistics and access

Sonangol's logistics arm SONILS runs an onshore petroleum supply base of about two million square metres in Luanda Bay with a 2 km quay, inaugurated in 1995 and later extended in 1998, 2004, 2008 and 2012.

Angola: geography and layout

Cabinda is an exclave province of Angola, separated from the rest of the country by territory of the Democratic Republic of the Congo, which affects how people and equipment are moved there.

The term · ATEX and IECEx

What “ATEX and IECEx” means for a smartphone

ATEX is the European legal framework for equipment used in explosive atmospheres (Directive 2014/34/EU). IECEx is the international certification scheme built on the IEC 60079 standards. Buyers outside Europe often ask for both: an IECEx certificate is the technical evidence most national regimes build on, while ATEX is the legal route into the European market.

For the IS-04Z1 both routes are in progress with TÜV in Germany and neither certificate has been issued. The marking target is II 2 G Ex ib IIC T4: equipment Group II (surface industry), Category 2 (Zone 1 gas), protection concept ib (intrinsic safety), gas group IIC and temperature class T4.

In Angola. Operators in Angola apply the standards they use globally, so a procurement or HSE reviewer on an FPSO or at the Soyo plant would expect an IECEx Certificate of Conformity, with an ATEX certificate where the specification names the European directive. A dual route helps the marine contractors and FPSO owners who rotate between Angolan and other deepwater assets. Certification is in progress.

The route · distribution

Distributing the IS-04Z1 in Angola

Distribution of the IS-04Z1 is by authorised partners only, and SAMS has not yet granted a territory for Angola. Each application is reviewed on its merits. Because opening a certified Ex handset in an ordinary workshop invalidates its certificate, the partner must be able to support and service the device locally.

What SAMS looks for in a partner

Operator relationships
Existing supplier registrations or a clear route to them with the main operators and contractors in Angola.
Ex-competent staff
People who understand zone classification, markings and the conditions of a certificate.

And equally important

Local-language support
Documentation, training and helpdesk in the languages the workforce uses.
Service capability
Spares, battery replacement and repair routed through SAMS-approved channels.
Questions · Angola

Frequently asked questions

Can we buy an ATEX and IECEx smartphone in Angola today?

No. Nothing can be bought or taken into a classified area today: certification is in progress and launch is planned for Q4 2026. What is available now is the datasheet, the written certification schedule and evaluation units for safe-area use.

What does an ATEX and IECEx smartphone in Angola cost?

No price is published. While certification is in progress there is no list price and no committed lead time, and a supplier quoting a firm figure for an uncertified Ex handset is promising something it cannot stand behind. Indicative pre-launch pricing is issued in writing against a stated quantity and site.

Is the IS-04Z1 ATEX and IECEx certified?

Not yet. Both routes are in progress with TÜV in Germany and no certificate has been issued. Any listing that says otherwise is wrong.

Which sites in Angola does this cover?

The market guide for Angola covers Luanda, Soyo, Zaire province, Cabinda and Malongo, Lobito, Benguela, among others. Site-level pages are linked below.

How do I become a SAMS distributor for Angola?

Apply through the distributor page with your company details and the territory you cover. SAMS reviews applications company by company and has not yet granted a territory for Angola.

Who approves mobile phones and radios in Angola?

INACOM, the Instituto Angolano das Comunicações, is the telecom regulator whose homologation applies to wireless and telecom equipment. Local agents often handle the filing and fees. Check with INACOM or an agent which documents and test reports are currently required for your product.

Should documentation for Angolan projects be in Portuguese?

Portuguese is the official language, so local authorities and crews will normally expect manuals, permits and safety notices in Portuguese. International operators often work in English as well, so ask the operator or contractor which languages are required for induction and equipment documentation.

Do I need INACOM approval and Portuguese documentation?

Radio equipment needs type approval from INACOM before it is used on local networks, and documentation in Portuguese is expected. The handset supports Portuguese language profiles. Local content rules also favour supply through an Angolan company. Check the current position with your operator's procurement team and with the partner who would handle importing.
