Azerbaijan: industry on the ground
The terminal has processing capacity of 1.2 million barrels of oil and 1.25 billion cubic feet of gas a day, with storage of about 3 million barrels, so tank farms and process trains are large.
A Zone 1 / Zone 21 smartphone for crews on the Caspian platforms, the Sangachal terminal, the Baku refinery and the petrochemical plants at Sumgait. This page explains what to look for in an ATEX and IECEx mobile phone for Azerbaijan, and where the IS-04Z1 stands against that list today.
Pre-launch · certification in progress · Launching Q4 2026
Short answer. The SAMS IS-04Z1 is the intrinsically safe smartphone covered here for Azerbaijan: pre-launch, designed for Zone 1 and Zone 21 (marking target Ex ib IIC T4), with certification in progress and no certificate issued.
Status: pre-launch. IECEx, ATEX, UKEX and NEC 500 certification is in progress and no certificate has been issued; launch is planned for Q4 2026. Operator approval runs on its own timeline. Certification status. Place facts reviewed October 2026.

The terminal has processing capacity of 1.2 million barrels of oil and 1.25 billion cubic feet of gas a day, with storage of about 3 million barrels, so tank farms and process trains are large.
The Sangachal Terminal Expansion Program started in November 2001 with a budget of 1.2 to 2 billion US dollars and included accommodation for about 550 people on site.
Construction began in 1996 with the Early Oil Project and oil was first exported in October 1997, after which ACG oil trains, a BTC pumping station and the Shah Deniz gas plant were added.
Sangachal Terminal is on the Caspian coast 45 kilometres south of Baku and covers about 500 hectares, forming the main shore base for the offshore fields.
ATEX is the European legal framework for equipment used in explosive atmospheres (Directive 2014/34/EU). IECEx is the international certification scheme built on the IEC 60079 standards. Buyers outside Europe often ask for both: an IECEx certificate is the technical evidence most national regimes build on, while ATEX is the legal route into the European market.
For the IS-04Z1 both routes are in progress with TÜV in Germany and neither certificate has been issued. The marking target is II 2 G Ex ib IIC T4: equipment Group II (surface industry), Category 2 (Zone 1 gas), protection concept ib (intrinsic safety), gas group IIC and temperature class T4.
In Azerbaijan. The major Caspian projects are specified to international standards, so a reviewer at Sangachal or on an offshore platform would expect an IECEx Certificate of Conformity, with an ATEX certificate where a specification names the European directive. Carrying both helps SOCAR, bp and TotalEnergies and the fabrication yards and marine contractors working for them. Both certifications are in progress.
A short checklist for anyone writing or reviewing the specification, with the IS-04Z1 status against each point.
No. Nothing can be bought or taken into a classified area today: certification is in progress and launch is planned for Q4 2026. What is available now is the datasheet, the written certification schedule and evaluation units for safe-area use.
No price is published. While certification is in progress there is no list price and no committed lead time, and a supplier quoting a firm figure for an uncertified Ex handset is promising something it cannot stand behind. Indicative pre-launch pricing is issued in writing against a stated quantity and site.
Not yet. Both routes are in progress with TÜV in Germany and no certificate has been issued. Any listing that says otherwise is wrong.

Not exactly. Explosion proof is a broad everyday term; intrinsic safety is one protection concept, which limits energy so ignition cannot occur. Flameproof (Ex d) is a different concept that contains an explosion. The IS-04Z1 is intrinsically safe by design.
The BP-led operating consortium sets site HSE, permit and equipment rules, applying its own standards on top of national requirements. Contractors normally follow the operator's induction and approved-equipment procedures, so ask the operator's HSE team which certificates and registers apply.
A compliance agent describes type approval from the national telecom authority as mandatory for products with wireless components, with an average lead time of about three weeks and no label or sample requirement. Treat this as a guide and confirm current rules with the ministry or a local agent.
Android 16 offers Azerbaijani, Russian and English language settings, and documentation in those three languages is expected on site. Whether a given operator requires one of them specifically is a procurement question. Ask the operator or the locally registered supply partner before the evaluation, so the documentation set matches what site safety teams will request.
