Algeria: rules and approvals
Telecom equipment approvals are handled by two bodies: ARPCE as telecoms regulator for equipment such as mobile phones and Wi-Fi devices, and ANF for radio spectrum and some short-range devices.
A Zone 1 / Zone 21 smartphone for crews in the Hassi Messaoud and Hassi R'Mel fields, the Saharan gas plants and the LNG, refining and petrochemical complexes at Arzew and Skikda. A liquid helium plant was tested at the GL1K LNG facility in Skikda in 2006, showing that Algerian LNG sites also handle helium alongside natural gas liquids. Distribution partners for Algeria are being identified ahead of the Q4 2026 launch of the IS-04Z1.
Pre-launch · certification in progress · Launching Q4 2026
Short answer. Algeria has no appointed SAMS distributor yet: the IS-04Z1 is pre-launch (certification in progress, no certificate issued, launch planned for Q4 2026), and distributor applications are open.
Current position: certification in progress, nothing issued, launch targeted for Q4 2026. A buyer's engineering review is separate from the certificate. Certification status. Place facts reviewed October 2026.

An intrinsically safe Android smartphone designed for Zone 1 and Zone 21 hazardous areas in Algeria. It is pre-launch: IECEx, ATEX and NEC 500 certification is in progress ahead of the Q4 2026 launch.

Telecom equipment approvals are handled by two bodies: ARPCE as telecoms regulator for equipment such as mobile phones and Wi-Fi devices, and ANF for radio spectrum and some short-range devices.
Algerian approval is described as relying largely on international test reports such as EU CE reports, and a local representative is still needed for the application.
Hassi Messaoud has a hot desert climate with average highs above 40 degrees Celsius from June to September and over 45 degrees in July, so heat dominates equipment and battery planning.
Algeria's official languages are Arabic and Amazigh, so site signage, permits and training material may need translation or bilingual versions for local crews.
“Explosion proof” is the phrase most buyers use for equipment that may be taken into a classified hazardous area. Strictly, it covers several protection concepts: a flameproof enclosure (Ex d) contains an internal explosion, while intrinsic safety (Ex i) limits electrical energy so that an ignition cannot start. Phones are normally intrinsically safe, because a flameproof handset would be too heavy to carry all shift.
The IS-04Z1 uses intrinsic safety, with a marking target of Ex ib IIC T4, and is designed for Zone 1 and Zone 21. It is pre-launch, certification is in progress and no certificate has been issued.
In Algeria. Explosion-proof is the everyday phrase, but at Hassi R'Mel or the Arzew LNG trains the real question is which protection concept applies. Flameproof Ex d encloses an explosion; the IS-04Z1 instead limits energy under intrinsic safety, which suits a handheld that must be used live at a wellsite or manifold. The area classification itself remains the operator's decision.
Distribution of the IS-04Z1 is by authorised partners only, and SAMS has not yet granted a territory for Algeria. Each application is reviewed on its merits. Because opening a certified Ex handset in an ordinary workshop invalidates its certificate, the partner must be able to support and service the device locally.
Not yet. The IS-04Z1 is pre-launch and its certification is still in progress ahead of a Q4 2026 launch. No unit goes into a classified area before the certificate covering it exists. The datasheet, the certification schedule and safe-area evaluation units are available now.
SAMS has not published a price. Any figure you are offered for an uncertified Ex phone should be treated with caution; written indicative pricing is available for a defined quantity and site.
It is intrinsically safe (marking target Ex ib IIC T4), which is the usual way to make a phone for hazardous areas. It is not a flameproof (Ex d) design, and certification is still in progress.

Providers report about ten weeks for processing and a certificate validity of five years if the device is unchanged, with a March 2026 decree allowing several importers to use one certificate. Treat these as typical figures and confirm the current timing and fees with ARPCE or an agent.
ARPCE is described as the main authority issuing type approval for equipment such as mobile phones and Wi-Fi devices, while ANF handles radio spectrum approvals for devices such as short-range radios. A local representative is needed. Confirm which body applies to your specific device before applying.
The 4,000 mAh battery is sized for a working day, and IP68 sealing is aimed at sand and dust. The certificate will state the ambient range, so check it against southern field summers. Away from camps the carrier signal can be patchy, so the handset falls back to plant Wi-Fi. Verify on a test unit.
