Mexico: industry on the ground
Oil was first refined into kerosene around 1876 near Tampico, and Pemex's Tula refinery in Hidalgo is among its major inland refining sites.
The IS-04Z1 is an Ex mobile phone for people working inside classified areas at Mexican refineries, offshore platforms, petrochemical plants and fuel terminals. Applicants are described as needing in-country testing in Mexico or at a laboratory recognised under a mutual recognition agreement, plus a local representative or importer. Distribution partners for Mexico are being identified ahead of the Q4 2026 launch of the IS-04Z1.
Pre-launch · certification in progress · Launching Q4 2026
Short answer. Mexico has no appointed SAMS distributor yet: the IS-04Z1 is pre-launch (certification in progress, no certificate issued, launch planned for Q4 2026), and distributor applications are open.
Where things stand: the IS-04Z1 has not launched, and none of its four certification routes has produced a certificate yet. Operator approval runs on its own timeline. Certification status. Place facts reviewed October 2026.

An intrinsically safe Android smartphone designed for Zone 1 and Zone 21 hazardous areas in Mexico. It is pre-launch: IECEx, ATEX and NEC 500 certification is in progress ahead of the Q4 2026 launch.
The classified areas, operators and sites below are the ones covered in the SAMS Mexico market guide.
Oil was first refined into kerosene around 1876 near Tampico, and Pemex's Tula refinery in Hidalgo is among its major inland refining sites.
NOM certificates of conformity, issued by bodies such as NYCE and ANCE, allow customs clearance into Mexico, and the Secretaria de Economia oversees NOM enforcement.
The offshore Cantarell field was discovered in 1976, started production in 1979 and peaked in 2004, so ageing offshore infrastructure is a feature of Mexican upstream work.
In 2025 the IFT was dissolved and replaced by the Agencia de Transformacion Digital y Telecomunicaciones, within which the Comision Reguladora de Telecomunicaciones now issues Certificates of Homologation.
ATEX is the European legal framework for equipment used in explosive atmospheres (Directive 2014/34/EU). IECEx is the international certification scheme built on the IEC 60079 standards. Buyers outside Europe often ask for both: an IECEx certificate is the technical evidence most national regimes build on, while ATEX is the legal route into the European market.
For the IS-04Z1 both routes are in progress with TÜV in Germany and neither certificate has been issued. The marking target is II 2 G Ex ib IIC T4: equipment Group II (surface industry), Category 2 (Zone 1 gas), protection concept ib (intrinsic safety), gas group IIC and temperature class T4.
In Mexico. A Mexican reviewer at Pemex, CFE or a Gulf coast petrochemical plant would expect the Ex evidence to arrive in a form that fits Spanish-language documentation, with the unidad de verificación dictamen as the file-closing step. ATEX and IECEx both feed that file, which helps international EPCs such as Techint and ICA Fluor, but neither replaces homologación for the radio.
SAMS is appointing authorised distributors ahead of the Q4 2026 launch. No territory has been granted for Mexico yet and applications are reviewed company by company. Because a certified Ex device cannot be opened by an ordinary phone workshop without invalidating its certificate, SAMS looks for partners who can provide competent technical support and after-sales service locally.
Not yet. The IS-04Z1 is pre-launch and its certification is still in progress ahead of a Q4 2026 launch. No unit goes into a classified area before the certificate covering it exists. The datasheet, the certification schedule and safe-area evaluation units are available now.
SAMS has not published a price. Any figure you are offered for an uncertified Ex phone should be treated with caution; written indicative pricing is available for a defined quantity and site.
Not yet. Both routes are in progress with TÜV in Germany and no certificate has been issued. Any listing that says otherwise is wrong.
The market guide for Mexico covers Dos Bocas, Tabasco, Bay of Campeche, Ciudad del Carmen, Coatzacoalcos and Minatitlán, among others. Site-level pages are linked below.
Apply through the distributor page with your company details and the territory you cover. SAMS reviews applications company by company and has not yet granted a territory for Mexico.
Following the 2025 changes, the Comision Reguladora de Telecomunicaciones within the Agencia de Transformacion Digital y Telecomunicaciones issues Certificates of Homologation, replacing the IFT. Check the current procedures with the CRT or an accredited body, as supplier documents may still cite IFT.
Gulf coast and offshore sites typically combine heat, high humidity, salt air and seasonal storms, so check ingress protection, corrosion resistance and operating temperature range. Confirm platform transfer rules, such as helicopter battery restrictions, with the operator before deployment.
Radio equipment needs homologación separately from hazardous area approval, and that step is in progress alongside the explosion protection programme. No approval has been granted yet. Check with the site and your telecoms team which documents they will require before any device is enrolled.
